Tanger, Gonzales Combine To Tax That Man Behind The Tree

?Don?t tax you, don?t tax me, tax that man behind the tree.?

- Sen. Russell Long (D-LA)

This afternoon, we saw a glittering example of insider dealing and tourist-trap economics when the City of Gonzales, responding to a request by the people who run the Tanger Outlet Mall, agreed unanimously to bump the city?s sales tax from 8.5 percent to 9.5 percent on Tanger property.

WAFB-TV had the story?

?Oh hell no, we not raising the taxes,? that?s the honest answer from an out-of-town woman, who sometimes makes the trip to the Tanger Outlet Mall in Gonzales, to find a good deal.

To the dismay of shoppers we spoke to, officials at the outlet mall asked the city to approve a one percent sales tax increase for only their stores. However, Tanger employees say many of their tenants support the tax.

Tanger?s management wants to enhance the property, and bring in new tenants. In fact they say when one store closes, several are waiting to move in. Right now, they are short on vacant space.

The Gonzales City Council unanimously passed the one percent sales tax for stores at Tanger Outlet Tuesday afternoon.

?We want to make sure that people can get in and out easily because if you can?t access it, you?re not going to use it,? said Clay Stafford, Finance Director for the City of Gonzales.

Stafford says the city looks at the tax increase as a win-win. If approved, the current 8.5 percent sales tax would increase to 9.5 percent. Stafford says the city has been looking a way to fix Highway 30 and this would give them the money.

?Not just at Tanger, but looking down at interstate interchanges and further down Highway 30 making improvements,? said Stafford.

It seems that better than two-thirds of Tanger?s customers come from outside Ascension Parish, much less the city of Gonzales. So the city is essentially pillaging the pockets of Baton Rougeans, Kennerites, Metairieans and Houmans ? and other visitors, to the tune of a 12-percent hike in sales taxes at Tanger in order to finance roads around the outlet mall.

Which sounds reasonable. Except the measure passed at the Gonzales city council wasn?t some temporary tax increase to finance a new entrance to the mall. It?s a permanent tax increase that will fund Lord-knows-what after that entrance is built.

And Tanger says they?re going to expand to put six or eight new stores in once that entrance is installed.

Maybe this is an economically sound strategy. Maybe the new stores will do well because traffic conditions getting in and out of Tanger will facilitate more customers.

Or maybe Tanger is pricing themselves out of the market, and using the Gonzales city council to do the dirty work for them. After all, there?s an outlet mall opening up in New Orleans soon. And while the mall in New Orleans East will be counting on crony-capitalist TIF (tax increment financing) treatment in an effort to enlist the City of New Orleans in assuming the economic risk of its construction, folks in Metairie and LaPlace and Mandeville might decide it?s closer and nicer and has better stores than Tanger does ? and a 9.5 percent sales tax is outrageous. We don?t know what the sales tax at that new mall in New Orleans would be; in Orleans Parish the sales tax rate is 9 percent, and it would be hard to imagine setting up a special tax rate higher than what Tanger will have.

Of course, there?s another element to this ? which is that you can buy stuff online without having to pay any sales tax. And if the city council and the folks at the mall are out to drill their wallets for as many tax dollars as they can find, it?s entirely possible the 70 percent of Tanger?s customers who don?t come from Ascension Parish might decide to save the time and gas money and just fire up the laptop to look for a new shirt. After all, they?ve just gotten a great indication of just how much they?re appreciated by Tanger and Gonzales; surely that goodwill offensive won?t go unrewarded as those consumers exercise their right to vote with their pocketbooks.

Most of all, though, it?s just bad form for politicians and real estate developers to be gouging hard-pressed consumers in the midst of a slow economy ? particularly when they know most of the people they?ll be affecting don?t have the ability to participate in the political process that produced that tax hike. We ought to expect more than this.

The Tomato Genome Consortium has sequenced and assembled the genomic DNA of this fruit species, specifically of a domesticated variety, Heinz 1706

Barcelona, 30th May 2012- The Tomato Genome Consortium has sequenced and assembled the genomic DNA of this fruit species, specifically of a domesticated variety, Heinz 1706. Scientists from several European centres, including Modesto Orozco, David Torrents and Xavier Pastor, researchers from the joint programme between the Barcelona Supercomputing Center (BSC-CNS) and the Institute for Research in Biomedicine (IRB Barcelona) have joined forces to obtain the sequence of this fruit belonging to the family Solanaceae. The sequence, as well as the results of its analysis, has just been published in the journal Nature.

The sequence of any genome provides key information to study and reconstruct the evolution of organisms. Identifying the signals that suggest key episodes in the evolution of a species is done by extensively comparing genomes. For this study, the tomato genome was compared with several closely related species, including a wild variety of tomato, potatoes, and grapes. These comparisons have revealed that the tomato genome, like those of many other plants, has undergone complete duplications during its evolution.

These events are extremely relevant from an evolutional point of view, since they offer an optimum framework for genes affected by these duplications to explore new functions that contribute to the evolution and improvement of the species. In the specific case of this tomato species, there is empirical proof that its genome has experienced two rounds of triplications over the past 120 million years of its evolution. One of them probably took place before grapes and tomatoes evolved along different paths. Another more recent one goes back to a common ancestor of tomatoes and potatoes. The study also reveals that, for tomatoes, these triplications have had a particular impact on the genes controlling features such as their texture, colour and maturation.

The sequencing and publication of the genomic sequence of this tomato establishes the molecular basis to study this species and to explore methods of cultivation to promote resistance to pests and water scarcity, and to facilitate growing this species in poorer and more arid regions.

Additionally to the BSC-CNS and the Institute for Research in Biomedicine (IRB Barcelona), the following Spanish scientific institutions have cooperated in this paper: CNAG, Spanish National Bioinformatics Institute, Centre for Genomic Regulation, Instituto de Biologa Molecular y Celular de Plantas (CSIC-UPV), Instituto de Hortofruticultura Subtropical y Mediterrnea La Mayora (UMA-CSIC), ICREA and the company Sistemas Genmicos del Parque Tecnolgico de Valencia.

What's The Cost Of Custom Kitchen Cabinets? ? Shrock Premier ...

The kitchen is one of the most important rooms in the home in both functionality and its ability to add value to a home. Installing new kitchen cabinets will add value and beauty to your home, which is why many people today are choosing to install custom kitchen cabinets.

These kitchens are more expensive than prefabricated cabinets that can be purchased in any home improvement store. The custom cabinets are superior in beauty and utility; and the value of the home goes much higher. Most new homebuilders are going for the custom cabinets because they know the overall value of the home will go up.

The cost of installing custom kitchen cabinets will differ depending on a number of factors. These include the type of materials used, and the installation cost. Different regions will have different average prices, because some construction companies tend to charge much more than others for the installation. The overall cost of the cabinets can range anywhere between $4000 and over $10,000.

The size of the kitchen will also determine the size or number of cabinets used, and this affects the overall cost. You will be able to save on cost if you find a highly qualified carpenter who can do the work efficiently and at a lower cost than established kitchen construction companies can.

The Dangers of Speed Eating | The Best Life Blog: Fitness, Weight ...

Posted By Bob Greene on May 24, 2012

Eating your meal too quickly can leave you with more than just a bad case of indigestion?it may also more than double your risk for diabetes, according to research recently presented at a medical conference in Italy.

Studies have shown that people who eat quickly are more likely to be overweight, and it is well known that weight is a risk factor for diabetes. But the researchers found that the increased diabetes risk associated with a fast eating speed was independent of a person?s weight. They?re not exactly sure why, but slowing down certainly has its perks: Aside from a possibly lower risk for diabetes, you?ll also be less likely to overeat (remember, it takes your brain about 20 minutes to register fullness.)

If you typically wolf down your food, your first question should be: why?

??Are you so hungry that you just can?t help but inhale your food? If so, reorganize your eating schedule so you don?t go into any meal or snack feeling ravenous (The Hunger Scale is a handy tool that can help determine when you should eat).

??If you?re simply pressed for time, try to carve out at least 30 minutes to sit and eat your meal. ?Recent studies show that eating a meal over 30 minutes instead of 5 minutes favors earlier satiety,? says Lina Radzeviciene, the study author. To set a reasonable eating pace, put your fork down between bites. (Other utensil tricks: Try eating with your non-dominant hand or use chopsticks.) Every few bites, take a sip of water. If it helps, set a timer on your watch or phone. Finally, focus on the food, and don?t get distracted?watching TV or talking on the phone while eating can cause you to eat more quickly.? And remember to enjoy?food should be pleasurable, so take the time to savor the flavors and textures of your meal.

How long does it typically take you to eat a meal?

A rare Marwari horse. | *A blog for Pets*

The Marwari is descended from native Indian ponies crossed with Arabian horses.
The ponies were small and hardy, but with poor conformation; the influence of the Arabian blood improved the appearance without compromising the hardiness.

The Arabians possibly came ashore from a cargo ship wrecked off India's west coast. Legend in India states that the Arabian ship, containing seven Arabian horses of good breeding, was shipwrecked off the shore of the Kachchh District.

These horses were then taken to the Marwar district and used as foundation bloodstock for the Marwari. There is also the possibility of some Mongolian influence from the north.
    Do you like cats?
The breed probably originated in northwest India on the Afghanistan border, as well as in Uzbekistan, Kazakhstan, and Turkmenistan, and takes its name from the Marwar region (also called the Jodhpur region) of India.
The Rathores, rulers of Marwar and successful Rajput cavalry, were the traditional breeders of the Marwari.

The Rathores were forced from their Kingdom of Kanauj in 1193, and withdrew into the Great Indian and Thar Deserts. The Marwari was vital to their survival, and during the 12th century they followed strict selective breeding processes, keeping the finest stallions for the use of their subjects.

During this time, the horses were considered divine beings, and at times they were only allowed to be ridden by members of the Rajput families and the Kshatriyas warrior caste. When the Moguls captured northern India in the early 16th century they brought Turkoman horses that were probably used to supplement the breeding of the Marwari.

Marwaris were renowned during this period for their bravery and courage in battle, as well as their loyalty to their riders. During the late 16th century, the Rajputs of Marwar, under the leadership of Moghul emperor Akbar, formed a cavalry force over 50,000?strong.

The Rathores believed that the Marwari horse could only leave a battlefield under one of three conditions?? victory, death, or carrying a wounded master to safety. The horses were trained to be extremely responsive in battlefield conditions, and were practised in complex riding maneuvers.

Over 300?years later, during the First World War, Marwar lancers under Sir Pratap Singh assisted the British.

The Marwari or Malani is a rare breed of horse from the Marwar (or Jodhpur) region of India.

Known for its inward-turning ear tips, it comes in all equine colours, although pinto patterns tend to be the most popular with buyers and breeders.

It is known for its hardiness, and is quite similar to the Kathiawari, another Indian breed from the Kathiawar region southwest of Marwar. Many breed members exhibit a natural ambling gait.

The Marwari are descended from native Indian ponies crossed with Arabian horses, possibly with some Mongolian influence.

The Rathores, traditional rulers of the Marwar region of western India, were the first to breed the Marwari. Beginning in the 12th century, they espoused strict breeding that promoted purity and hardiness. Used throughout history as a cavalry horse by the people of the Marwar region, the Marwari was noted for its loyalty and bravery in battle.

The breed deteriorated in the 1930s, when poor management practices resulted in a reduction of the breeding stock, but today has regained some of its popularity. The Marwari is used for light draught and agricultural work, as well as riding and packing.

In 1995, a breed society was formed for the Marwari in India, and in the 2000s horses have begun to be exported to the United States and Europe.
    Learn about cats vaccination.
The Marwari averages between 15 and 16?hands (60 and 64?inches, 152 and 163?cm) high. Horses originating in different parts of India tend to be of different heights, with the breed having an outside range of 14 to 17?hands (56 to 68?inches, 142 to 173?cm) high.

They can be bay, grey, chestnut, palomino, piebald, or skewbald. Although white horses are bred specifically for religious use in India, they are generally not accepted into Marwari stud books. Gray horses are considered auspicious, and tend to be the most valuable, with piebald and skewbald horses the second-most favoured.

Black horses are considered unlucky, as the colour is a symbol of death and darkness. Horses that have the white markings of a blaze and four white socks are considered lucky.

The facial profile is straight, and the ears are pointed with inward turning tips. The neck is slender, running into pronounced withers, a deep chest, and fairly straight shoulders.

Marwaris generally have a long back and sloping croup. The legs tend to be slender and the hooves small but well-formed. Members of the breed are hardy and easy keepers, but they can also be of tenacious and unpredictable temperaments.

They are quite similar to the Kathiawari horse, another breed from India, having much of the same history and physical features. The main difference between the Marwari and the Kathiawari is their original geographic origin?? Marwaris are mainly from the Marwar region while Kathiawaris are from the Kathiawar peninsula.

Kathiawaris tend to have slight facial differences from the Marwari, and are slightly taller in general.
The Marwari often exhibits a natural ambling gait, close to a pace, called the revaal, aphcal, or rehwal. Hair whorls and their placement are important to breeders of Marwaris.

Horses with long whorls down the neck are called devman and considered lucky, while horses with whorls below their eyes are called anusudhal and are unpopular with buyers. Whorls on the fetlocks are thought to bring victory.

There are correct proportions that horses are expected to have, based on the width of a finger, said to be the equal of five grains of barley. For example, the length of the face should be between 28 and 40 fingers, and the length from the poll to the dock should be four times the length of the face.

The Marwari is used for riding, packing and light draught, and agricultural work. Marwaris are often crossed with Thoroughbreds to produce a larger horse with more versatility. Despite the fact that the breed is indigenous to the country, cavalry units of the Indian military make little use of the horses, although they are popular in the Jodhpur and Jaipur areas of Rajasthan, India.
What do you know about dog diseases?
They are particularly suited to dressage, in part due to a natural tendency to perform. Marwaris are also used to play polo, sometimes playing against Thoroughbreds. Within the Marwari breed was a strain known as the Natchni, believed by local people to be "born to dance".

?Decorated in silver, jewels, and bells, these horses were trained to perform complex prancing and leaping movements at many ceremonies, including weddings. Although the Natchni strain is extinct today, horses trained in those skills are still in demand in rural India.

CrunchFund Took A Stake In Tumblr, Buying From Existing Investors

karp mgToday at TechCrunch Disrupt, CrunchFund's M.G. Siegler took the stage to interview Tumblr CEO David Karp. But not before disclosing that his fund was now an investor in the New York City-based blogging platform. Neither provided further details of the investment on stage, but we've been able to find out a little bit more about the CrunchFund's stake in Tumblr. For one thing, the CrunchFund investment wasn't part of a follow-on round or a new fund raise for Tumblr, but a purchase of common stock from some of Tumblr's early-stage investors. And while it isn't taking a huge stake in Tumblr, relative to the startup's overall investor base, the investment has been described as "significant" to CrunchFund, which had raised $20 million before launching.

Home Equity Loans With Bad Credit Are Available: Get the Facts

Those with a poor credit score and own their homes look at the prospect of a home equity loan as very appealing. Getting a home equity loan with bad credit, though not as simple as it once was, is still possible and happens every day. When you are in need of money for paying medical bills, settling debt with credit card companies or even if you want to finance a home improvement project, using the money you receive from a home equity loan can make a big difference. This secured loan option is the best choice for those whose credit scores are low.

    Bad Credit: Know the Facts

No matter the reasons, having a poor credit score (anything lower than 600) is a major hurdle in acquiring a loan of any type. However, when looking for loans with bad credit, a secured home equity loan will be far easier to acquire. Why? Because secured loans have property (your home) attached to them that can be repossessed if you fail your repayment. This means that the lender is given a certain level of security in extending you this loan.

If you have poor credit, home equity loans, as a secured lending option, may be the only choices that you have that will still yield a reasonable interest rate and other terms. Therefore, asking for a home equity loan, rather than an unsecured personal loan, with bad credit can make the difference in terms of being accepted or rejected by a lender.

Make Changes to Improve Your Credit Score

Of course, using the value of your home as leverage any time that you want to borrow money can be a risky venture, and it is only possible for as long as you have equity (or value) in your home. Therefore, you want to make positive changes over time in order to improve your poor credit and get yourself into a better position to borrow in the future. In order to do this, take note of the major causes of a bad credit score:

    1. Late Payments

The number one reason people have poor credit scores is the inability to make timely payments on the loans they already possess. Using a home equity loan to consolidate these payments can help to prevent late payments since you will only have one payment to make each month.

    2. Too Many Different Payments

Similar to late payments, having too many open, active credit accounts makes lenders think you are constantly looking for money. Again, the use of a home equity loan can help reduce these payments and improve bad credit over time.

    3. Bankruptcy

If you have filed for bankruptcy in the recent past (less than two year ago) you will not be able to get another loan. However, after this time has passed, you can show lenders that you have reformed through responsible loan payments and managing of debt.

    Finding a Home Equity Loan

With bad credit, your options for home equity loans are still somewhat limited. There are certain lenders who will be the best to use, these are generally private lenders found over the internet. Banks and other traditional lending institutions such as credit unions need to be careful with how many bad credit loans they offer since they operate in many different financial fields. Private lenders who specialize in bad credit loans, however, can offer a home equity loan more easily and are willing to work with your poor credit.

The Backbone of the Electric System: A Legacy of Coal and the Challenge of Renewables

?Energy policy? and ?clean energy? may be political hot buttons this year, but the technological realities and challenges to achieving energy and environmental goals are seldom discussed. There is strong public sentiment that the U.S. should decrease our reliance on fossil fuels because of concerns about pollution, global warming, ecosystem damage, and energy security. Although a domestically abundant energy source, coal power is imputed as being a major contributor to smog, acid rain, and global warming. High-profile accidents associated with coal mining and coal ash management have further damaged coal?s reputation. Grass-roots campaigns to replace coal as a major source of electricity claim that wind, solar, and geothermal power could replace retired coal capacity.

In 2011, 42% of the electricity generated in the U.S. was from coal, according to the Energy Information Administration. Although coal generation for 2012 is projected to fall 15 percent, coal is still expected to represent a significant percent of the nation?s generating capacity through 2035. Reducing reliance on coal faces challenges beyond policy and market economics. What are the technical constraints of the U.S. electric generating system, what role does coal power play, and how can we further incorporate renewable energy sources?

Figure 1. The U.S. Electric Grid

Figure 1. The U.S. Electric Grid

To understand the technological challenges, it is helpful to understand the roots of U.S. electrification ? how our electrical system evolved, and the legacy of coal power within that system. Modern coal-fired power generation is a vestige of Thomas Edison?s 1882 Pearl Street Station, which was the first coal power station to provide electricity to residents of New York City. With the introduction of alternating current (AC) by Westinghouse Electric, by the early 1900s power could be successfully transmitted over long distances, allowing centralized stations to deliver power to population centers connected by high voltage transmission lines. Although turn-of-the-century electric power came from numerous smaller generators, improvements to steam power turbine technology coupled with economies-of-scale further encouraged the consolidation of electric power.

Transmission technology improved as well during the early part of the 20th century. Increased voltage capacity enabled power to be more efficiently carried for longer distances. Utility companies were able to interconnect multiple plants, allowing the most efficient plants to deliver power to a wide area, provide backup power, and further reduce electricity costs. The use of coal for electric generation expanded rapidly to support soaring electricity demand during World War II, and the transmission grid was built to take advantage of centralized power generation. The legacy of that growth and consolidation is that large coal power plants still dominate the U.S. electric system, and the infrastructure for carrying high-voltage power (see Figure 1) from smaller, distributed sources is lacking.

Figure 2.Summer Generating Capacity by Energy Source

Figure 2.Summer Generating Capacity by Energy Source

The electric system necessitates a real-time balancing of demand with generation. Appliances, air conditioning, and the power to feed our increasingly wireless lives require electric generation be delivered to meet that demand. Failing to meet electric demand results in blackouts with severe economic consequences ? think Northeast Blackout of 2003.

The electric generated by all sources ? coal, nuclear, wind, solar, geothermal, biomass, natural gas, etc. ? must be delivered by the wires, buses, transformers, substations, and ancillary equipment that comprise the transmission grid. These components have physical constraints, including thermal limits (related to sag of the transmission wire) and voltage stability (related to the ability to prevent sudden voltage dips that can lead to failures). Sometimes a specific power plant is needed to maintain electric reliability, as was the case for five of First Energy?s coal plants that were scheduled to retire but are required to continue operating for voltage support. The electric system relies on redundancies including operating reserve (excess capacity) to ensure reliability.

Baseload generation currently provides the backbone for the electric grid. Baseload is the minimum level of electric demand over 24 hours, such as during late evening or early morning and is served by plants that provide steady and low-cost power with few unscheduled outages. Nuclear and coal have predominately served as baseload plants because they operate most efficiently at full, steady output and are slow to ramp up or down. Geothermal and hydropower have also been used in certain areas as baseload power. Hydropower with pumped storage is a flexible energy source able to serve sudden spikes in demand, such as during hot summer days (peak demand). Natural gas turbines, which can quickly ramp up or down to follow electric load, have been a preferred source of peaking power.

Load-following or intermediate demand plants provide power in between off-peak and peak hours, which is when solar and wind power have had the most use. Intermittent or diurnal sources such as wind and solar have been widely considered unsuitable for baseload generation because of their variability. In other words, you can?t count on them to meet demand 24?7. Energy storage may help bridge the gap for intermittent generating sources. Success with baseload solar power is promising, while other energy storage technologies are still under development.

So why can?t we just use wind and solar when available, supplement with current energy storage capabilities, and use quick-start resources such as natural gas turbines as needed? The problem lies with transmission constraints. While some studies have shown that load shifting using energy storage could help eliminate minimum generation constraints, these technologies have not reached wide-scale deployment and transmission infrastructure is lacking to fully support distributed renewable generation.

Regional differences in available electric generating sources compound the problem. While some states such as California generate only a small percentage of power from coal, in other states including Kentucky and Indiana, over 85 percent of electricity generation is from coal. Hydropower sites are abundant in the Pacific Northwest, but relatively few installations exist in some areas of the U.S.. As a result, regional transmission system operators responsible for balancing load and maintaining electric reliability face a range of technical challenges. What works in the Northeast will not work in Texas. Each system has to find a way to incorporate renewable sources given the existing generating fleet, existing transmission infrastructure, and planned improvements.

So we have an electric system based on large, centralized baseload plants that run (nearly) continuously and power that must be delivered in real-time by a transmission grid that needs modernization. To increase the complexity of this high-wire balancing act, increasing numbers of plug-in electric vehicles (EVs) are projected to hit the roadways. While electrification of transportation will help decrease reliance on fossil fuels, where will the power for those EVs come from? In some areas of the country, the answer right now is coal.

Retiring older coal plants that operate off-peak can occur without impacting electric reliability, and is evidenced by the slate of recent retirement announcements. But replacing baseload coal generation with alternative power sources will be more difficult. Some people see repowering with natural gas as the solution, as carbon emissions from natural gas generation are 45 percent less than coal per megawatt-hour. Natural gas generation could serve as baseload generation, but opposition to hydraulic fracturing spurs concerns about future supply and potential price spikes. Permitting and constructing new nuclear plants is fraught with difficulties, partly due to opposition from environmental groups and ensuing cost overruns.

Some envision smart grid technologies and transmission upgrades completely eliminating the reliance on baseload ?must-run? generation, with an electric system powered mostly by renewable sources. Because renewable sources tend to be much smaller than coal-fired power plants, and located in areas that may not have sufficient transmission access, simply replacing coal for renewables is not straightforward. To reach 80 percent ?clean energy? ? including combined cycle natural gas generation as clean ? would require the replacement of 35 percent of summer generating capacity (see Figure 2, coal + petroleum). The technological scale of such build out (over 370 gigawatts) is astounding. That would require about 185,000 2-megawatt wind turbines or over 700 large (500-megawatt) solar farms. Considering that even solar and wind projects have faced local opposition, this is a tall order.

Of course, the solution does not have to be an either-or situation. Perhaps the ?all-of-the-above? approach must necessarily include coal power in the near future. Newer coal plants have advanced pollution controls and far lower emissions than older coal plants, and provide the bridge between the legacy transmission system and the electric grid of the future. What is clear is that an ?all-of-the-above? energy policy must first consider transmission planning and improvements, demand-side management, and energy storage as the first steps in reinventing our electric system.

Evidence of marijuana found in Martin's blood

ORLANDO, Fla. (AP) ? Medical examiners found evidence of marijuana in Trayvon Martin's system after he was fatally shot by a neighborhood watch volunteer, according to an autopsy released Thursday in a massive package of evidence.

Also included the release was an investigator's recommendation to prosecutors that suspect George Zimmerman be arrested on manslaughter charges. The investigator, who was on the scene after the shooting, wrote on March 13 that the confrontation should have been avoided. That report came nearly a month before Zimmerman was arrested.

The documents, photos and video were turned over by prosecutors to defense attorneys earlier this week before it was released to the media.

The autopsy says medical examiners found THC, the psychoactive ingredient in marijuana, when they tested Martin's blood and urine. A police report shows Martin had been shot once in the chest and had been pronounced dead at the scene.

Also in the package is a photo showing Zimmerman with a bloody nose on the night of the fight. A paramedic report says Zimmerman had a 1-inch laceration on his head and forehead abrasion.

"Bleeding tenderness to his nose, and a small laceration to the back of his head. All injuries have minor bleeding," paramedic Michael Brandy wrote about Zimmerman's injuries in the report.

Whether Zimmerman was injured in the Feb. 26 altercation with Martin has been a key question. Zimmerman has claimed self-defense and said he only fired because the unarmed teenager attacked him.

Zimmerman was not arrested for weeks after the Feb. 26 confrontation because he invoked the Florida law that does not require a person to retreat in the face of a serious threat. He was released on bail and is in hiding while he awaits trial on a second-degree murder charge. He has pleaded not guilty.

Investigator Christopher Serino, who recommended that Zimmerman be charged, told prosecutors in March that the fight could have been avoided if Zimmerman had remained in his vehicle and awaited the arrival of law enforcement. He said Zimmerman, after leaving his vehicle, could have identified himself to Martin as a concerned citizen and talked to him instead of confronting him.

He said there is no evidence Martin was involved in any criminal activity.

A separate report written by Serino at the crime scene says Martin had $40.15, Skittles candy, a red lighter, headphones and a photo pin in his pocket. A single 9mm shell casing was found near Martin's body.

New witness accounts also emerged Thursday. A witness, whose name is redacted, told investigators he saw "a black male, wearing a dark colored hoodie," on top of a white or Hispanic male who was yelling for help.

The witness, who was looking out the sliding glass door at his home about 30 feet away, said he saw the black male throwing punches "MMA (mixed martial arts) style."

He said he told the fighters he was calling the police. He said that as he was making the call, he heard a shot. He looked outside and saw the person who had been on top laid out on the grass as if he had been shot. He said the other fighter was standing on the sidewalk, talking to another person with a flashlight.

The case has become a national racial flashpoint because the Martin family and supporters contend Zimmerman singled Martin out because he was black.

Two acquaintances paint an unflattering picture of Zimmerman in police interviews included in the newly released documents.

A distraught woman tells an investigator that she stays away from Zimmerman because he's racist and because of things he's done to her in the past, but she didn't elaborate on what happened between them.

"I don't at all know who this kid was or anything else. But I know George, and I know that he does not like black people. He would start something. He's very confrontational. It's in his blood. We'll just say that," the unidentified woman says in an audio recording.

A man whose name was deleted from the audio told investigators said he once worked with Zimmerman in 2008 for a few months. The name of the company was also deleted from the audio file.

The man, who described his heritage as "Middle Eastern," said that when he first started many employees didn't like him. Zimmerman seized on this, the employee said, and bullied him.

Zimmerman wanted to "get in" with the clique at work so he exaggerated a Middle Eastern accent when talking about the employee. The employee told investigators that Zimmerman made reference to terrorists and bombings when talking about him.

"It was so immature," said the employee, who ended up writing a letter to management about Zimmerman.

Mom kills 4 kids, then herself, deputies say

Tonya Thomas shot and killed her four children, ages 12-17, before turning the gun on herself. Authorities said three of the kids had sought help from a neighbor when Thomas called them back home and fired the fatal shots. NBC's Gabe Gutierrez reports.

    By Jim Gold, msnbc.com

Updated at 6:20 p.m. ET: A Florida mother killed her four children and then shot herself Tuesday morning as Brevard County, Fla., deputies closed in on her Port St. John home, authorities said.

Deputies said the mother, identified as Tonya Thomas, 33, sent a warning text message to a friend before the shootings, but the friend didn?t see the text until later.

Three of the children, at least one already wounded, fled to the home of a neighbor who had been awakened by gunfire, but Thomas immediately called the children back and killed them, sheriff?s spokesman Tom Goodyear said.

The neighbor called 911 as they left his home, Goodyear said.

Brevard County sheriff's investigators say a mother took the lives of her four children during an early morning confrontation, calling three of them back into her home to fatally shoot them before turning a gun on herself, law enforcement sources report.

?She was very calm,? Goodyear said of the neighbor?s report. ?She called them back and they walked back to the house.?

Arriving deputies found one of the children, Pebbles Johnson, 17, lying in the front yard of the Bright Avenue home and spotted a person at the front door, Goodyear said. The person ducked back inside after seeing deputies, he said. The teen was declared dead when she was transferred to an ambulance.

As a SWAT team arrived, officers heard gunshots inside. SWAT officers entered through a back sliding door just before 7 a.m., and found Thomas and three other children dead. They were identified as Joel Johnson, 12, Jazlin Johnson, 13, and Jaxs Johnson, 15.

Goodyear said the children?s father, who was separated from the family, had been notified of the deaths.

Also, a friend of Thomas told police she texted him during the night that she wanted to be cremated with her four children, Goodyear said. However, the friend did not see the text until after he woke up Tuesday morning and the incident was over. The friend, who was not identified, called police after seeing news of the deaths, he said.

Goodyear said police previously responded to the Florida ?Space Coast? home, about 15 miles south of Cape Canaveral, for domestic disturbance calls involving Jaxs Johnson. He said the most recent call was about a month before Tuesday?s shootings.

"The cops have been called to that house many times because the kids were terrorizing the neighbors,"?neighbor Travis St. Peter told NBC station WESH.

Goodyear said that of Tuesday afternoon, authorities had no motive for the killings.
